EU Data Act

The EU Data Act seeks to create a fairer and more efficient digital economy by making more data available for use within the market. It requires manufacturers of connected products and service providers to make your generated raw and pre-processed data easily available to you.

For Users and Customers there is information on which data that is accessible in the Pre-Contractual Information document applicable for the respective products and services. The data is made available through Volvo CE’s EU Data Act APIs, as further described below.

Data in scope for sharing under the Data Act is data that is “raw” or “pre-processed”. Raw data refers to unprocessed, automatically generated data points, while pre-processed data is modified to be understandable and usable for further analysis (Data Act recital 15).

The data accessible for your specific product or service is further detailed in the applicable Pre-Contractual Information document.

Note that depending on the specific customizations, add-ons selected, technical progress, and additional services acquired, the types, frequencies, and amounts of data gathered and processed may vary.


Who is entitled to data under EU Data Act?

  • User is defined as a natural or legal person that owns a connected product or to whom temporary rights to use that connected product have been contractually transferred (e.g.through a rent or lease contract), or that receives a related service.
  • The Data Act applies within the EU, meaning that the User shall be established in the EU, the connected product(s) shall have been placed on the market in the EU and any third-party data recipient shall also be EU-based.

Data is made accessible over APIs in 2 weeks rolling window after a first data sharing request has been completed for a specific machine. As unpacking collected data is done every 24 hours, the API will contain updated data with the same interval. Historical Data is data older than 2 weeks and is available via manual requests.

  • 9 EUR (excl. VAT) per subscribed machine per month*
  • 7 EUR (excl. VAT) per subscribed machine per month*

Access Volvo CE's EU Data Act APIs

Users without a Volvo Connect Account
If you are a machine owner that has not yet registered for an account at https://connect.volvoce.com then please contact your local dealer to ensure your machine ownership is registered.

Otherwise, for example if you are renting a machine, use the self-service to register a Volvo Connect Account.

Users with a Volvo Connect Account
Several actions are required to enable and gain access to your data in a secure manner. The main actions associated with collecting and accessing your data are described here:

1. Enable / disable data collection for each machine:
This is done via the ’Machines’ section and the ‘Machine Details’ screen in Volvo Connect. You need to have an End Customer Manager account, then for each machine you need to Enable/
Disable
the ‘Manage Connectivity Data’ option. Before you do this, expect a request for validation [1], provide a Callback URL for the API (this is necessary for authorization and authentication [2] of your application. You will need your application developer to provide this), and eventually receive an invitation [3] to the EU Data Act Developer Portal.

2. Setup Access to the EU Data Act Developer Portal:
The technical solution requires that you develop your own application [4] and subscribe to the free API product (The data that you have requested us to capture in step 1). Follow the ‘Getting started’ instructions on the EU Data Act Developer Portal to set up access and subscribe to the API product.

3. Develop your APP / API integration:
You will require a degree of technical knowledge to integrate with this API into either a self-developed software or a third-party application, to consume the information provided by it. Once you have access to the EU Data Act Developer Portal (https://developer.volvoce.com/cecompliance/eu/get-started), you will find documentation to help you integrate the API into your software in the ‘Get Started’ page, and if any support is needed during this process, you can contact support following the steps outlined in the ‘Support ‘ page

[1] You may be required to provide details of machine ownership and/or organizational details to validate your eligibility to the data.
[2] Authentication is done through OpenID Connect.
[3] Invitation to the Developer Portal for EU Data Act is only applicable the first time you enable Connectivity Data for a machine.
[4] You will need a good understanding of API’s to develop your integration to the API.

Connecting a Third Party to your data
In accordance with EU Data Act regulations, any EUbased customer can request that a third party (e.g. providers of data processing services), be given access to the data they generate by using their EUbased products & services. Choosing and connecting a third party to that data requires a few steps:

Choosing your Third Party

  • Both the customer & third party must be based within the EU.
  • The third party shall not be a Gatekeeper, as defined in the Digital Markets Act. (Assessed when onboarding).
  • The customer and third party should have a contractual agreement/letter of authorization and should agree with our DMA and DSA (Required during onboarding).

Onboarding your Third Party
When you’ve chosen an eligible third party, you will need to request that they be onboarded, so they can be assigned access to our systems and your data.

  1. The customer should initiate the request via the Volvo Connect support function. The request should include the letter of authorization that cites the third party name, invoicing address, contact name and email address.
  2. In response to the request, the Volvo Connect support team will verify information and engage with the third party.
  3. Upon approval, the third party will be provided with access to the EU Data Act Developer Portal and can begin their APP development.

The API Portal provides ‘Getting started’ instructions, data documentation along with an API support function that can assist with development and APP approval.

As a Third Party you will

You will await an initiating email from Volvo, based on the request of the user to onboard you. Do not create a Volvo Connect account

During onboarding you will need to supply documentation of your size, billing country, agree to the Data Sharing Agreements and then provide necessary technical information of your application, including a Callback URL for the authorization and authentication of your application.

You will be invited to the EU Data Act Developer Portal to register and gain access to the API documentation, and all onboarded organizations of the customers you manage, all with a single login.

No. It is only the EU Data Act APIs that are available for Users at no charge. Our commercial offerings are still separately, commercially available (e.g. The AEMP 2.0 API is a commercial integration).

Log in to Volvo Connect as an End Customer Manager. Visit the “My Machines” and select “Share Machine”.

As a User, yes! However, if you are using a Third Party Vendor to access the data on your behalf, there is a compensation to be paid by the Third Party Vendor.
